upload-release-assetsto the tag workflow so themuster-linux-amd64andmuster-linux-arm64binaries (and their cosign.bundlefiles) are attached to the GitHub Release on each tag.Previously,
go-buildproduced the binaries but nothing uploaded them to the release page.
