Summary

• Serialize companion radio commands with DM sends so add_contact OK/ERROR events cannot be stolen on a busy mesh.
• Per-key add cooldown + circuit breaker on no_event_received / timeout (surfaces as RADIO_PAUSED); recovers on successful radio traffic or reconnect.
• Cap contact imports per sync tick.

Fixes #1.
