.Net version bump + bugfix

Bumped .Net version to 9 due to bug in TarReader in previous ones.
Now able to unpack more Unity packages.

Fixed problems with some unity packages

Files win-x64.zip and win-x86.zip are intended to use if you have .Net 7.0 Runtime on your PC.
If you don't have it, use win-x64-full.zip or win-x86-full.zip.
