Split out get_Prices into multiple commands

User Story:
As a developer
I want to see get_prices split across multiple files
So that I can more easily debug problems/improve the rate in which prices of tokens are updated so that we have more accurate price data

Acceptance Criteria
GIVEN I am cron server
WHEN I process the get_prices command
THEN I expect this to be across multiple commands
