Implement HAProxy/DDoS protection on Staging

As Gitcoin
I want to implement HAPRoxy container repo on staging
So that we prevent bots from DDoSing the system

Acceptance Criteria
GIVEN the system is up and running
WHEN a bot/user has an abbusive pattern of traffic
THEN they should be challenged with a Reacaptcha page
AND if they do not successfully complete that challenge then access is denied
