Funder Address doesnt validate to actually be on the network its on on the bounty form.

1. Go to https://gitcoin.co/new
2. click BTC
3. scroll down to funder address
4. enter non BTC address
5. click submit

the form will validate, but it shouldnt. we should be checking this field with a diff regex on a per-chain basis.

We discussed this with @merwane and got into the conclusion need to validate on both sides front and backend. He want to work on this validation
