Bounty was not created, but 10% fee paid

Describe the bug

Going through the UI a bounty was created with the transaction for the 10% deposit being properly generated and sent out (https://etherscan.io/tx/0x81e0ca75d96c6d1fdfd42fb422d545ffba80cd6082b5d9af6430f6aed3c01583)
The bounty for this issue (NomicFoundation/hardhat#1112) is not visible in the GitCoin UI or anywhere and seems to have not been created. The Frontend asked to try again at a later time.

not sure why the bounty wasnt created without more reproduction steps. would be interested to see what was in your console / error log
