Summary

• implements the 22-item stress-test feedback sweep plus live persisted follow-up countdowns in open chat threads
• fixes the live Notes/Router/speech surfaces and adds focused regression coverage
• moves v0.0.9+ to AGPL-3.0-only under Joseph Yaksich, preserves the ≤v0.0.8 MIT boundary in NOTICE, and packages both files
• adds a Developer Certificate of Origin 1.1 policy and signs off the release commit
