Remote MCP tools are not immediately available

Remote MCP servers don't seem to be available until I ask "what is x mcp server". Then it wakes up and I can use it.

@kbridgford I can't reproduce this. Could you attach a chat where this repros and run /collect-debug-logs at the end?

I enabled and authenticated with the Azure DevOps MCP server in the app, and the green checkmark appeared, so everything seemed fine. However, I had no luck using the tools in a new chat—it always said the MCP tools were unavailable. In Visual Studio Code, I was able to use them without any issues.

For me, even with the MCP servers panel in the settings UI, it’s still unclear whether the servers are actually part of the chat context. I’d suggest adding a tools picker similar to Visual Studio Code, so users can confirm that their conversation will be able to access the tools.
