I would like to be able to treat the entire stack as a single PR in terms of required actions

I am using stacks to create a feature and want to be able to only run CI on the full diff of the stack and not each PR.
Right now each PR will build and run CI which puts a lot of stress on our infrastructure. I would like a way to only run CI on the top of the stack and require that the top of the stack pass before squashing and merging the stack.
