Shame it's not a 1-1 revert anymore (the number of lines changes is different at least) but I trust the changes to package-lock.json are correct.

This PR upgraded to the latest version of husky, but unfortunately it has broken our hooks.
In this PR, I'm reverting back to the original version used so that we can do the upgrade properly.
