This increment starts Section 10 with a narrow DLS-PAGE-001 validation slice for built-in page title defaulting.

• Built-in pages may omit title when page uses one canonical built-in page name.
• Non-canonical built-in page names continue to be rejected, so title defaulting does not invent unsupported page semantics.
• Updated pages/dashboard/PLAN.md and pages/dashboard/README.md to record the shipped slice and next step.
