Create image specific to data science

As a Data Analyst, Data Scientist or ML Engineer, I would like to have an out-of-the-box workspace image for data science. It should include Python, pandas, numpy, matplotlib, PyTorch, Tensorflow, and JupyterLab.

@gengjiawen unless I'm missing something, that sounds unrelated with the original intent and target of this issue. Could you open a separate issue explaining your interest and reasoning behind workspace-wasm? 🙏
