feat(deps): Upgrade to .NET 10

This commit upgrades the project's target framework from .NET 9 to .NET
10.

Key changes include:
* Updating all project files (`.csproj`) to target
  `<TargetFramework>net10.0</TargetFramework>`.
* Updating relevant package references (e.g.,
  `Microsoft.AspNetCore.App`, `Microsoft.NET.Test.Sdk`) to their .NET 10
  compatible versions.

  version.
