Fixes the silent hang when a simulation task awaits a promise settled by another task (the singleflight/coalescing shape). The scheduler now detects runtime quiescence and treats tasks suspended on unmanaged promises as blocked: other tasks keep running, pending timers fire and advance virtual time, and genuine deadlocks fail loudly with a diagnostic naming the stuck tasks instead of hanging.
