Fixed dynamic network block for vcd_vm resource

• Replaced nested dynamic block 'each.value' with unique label 'network.value' to avoid scope collision.
• Updated local.vm_networks_per_vm to map network interfaces per VM using unique keys.
• Fixed "unsupported attribute" errors caused by improper access of primitive types in dynamic blocks.
• Verified network structure with debug_networks output and confirmed correct per-VM interface mapping.
