• Jobs declared in config/schedule.php run. The in-memory registration wrapped each job
  in a callback that only returned its handler class name, so queue:scheduler run logged
  "Executed job (0ms)" and never instantiated the handler: every config-declared job was a
  no-op unless it had been persisted to the scheduled_jobs table. Config jobs now resolve
  and run their handler exactly as database jobs do (JobInterface required, the application
  context handed over), and a job declared enabled => false is skipped, as the key always
  promised.
• queue:scheduler runs with the booted context. The command built the scheduler without
  a context, so config/schedule.php was resolved from the working directory and handlers
  that need the context could not run.
• queue:scheduler list no longer fails on a job without an enabled key.
