An after-commit callback that writes in a transaction of its own no longer loops. The
outermost commit ran its after-commit callbacks before taking them off the queue, so a callback
that opened and committed a transaction (an event listener recording something, say) found them
still queued and ran them again — without end, until the request ran out of memory, long after
the data had committed. Commit and rollback now clear a level's callbacks before running them; a
rollback callback's own transaction no longer runs the rolled-back work's after-commit callbacks
either.
API metrics that fail to flush are re-queued without a fatal error when no cache is
configured. The re-queue called the cache directly where every other call guards for a missing
one. PHPStan 2.3.0 flagged it, along with four loops that reused a variable already in use; those
are renamed, with no behaviour change.
