  The fn-139/fn-140/fn-141 batch replaces tracker-sync's provider mutation
  prose with the deterministic flowctl tracker wire, lifecycle, status,
  relation, body-sync, and facade layers across GitHub, GitLab, Linear, and
  Jira. This is the semver-correct publication of the substantial behavior
  already present in 3.5.2; there is no additional runtime delta between
  3.5.2 and 3.6.0 beyond the version metadata. The 3.5.2 release and changelog
  remain intact as historical records of the prematurely classified artifact.
