CI only, no library change: the qemu jobs (loong64, ppc64le, riscv64, s390x) run on ubuntu-latest again. They install qemu-user, which works on Ubuntu 26.04 (qemu-user-static is a virtual package there), so the ubuntu-24.04 pin is gone. #87
