Notifications about new followers

Hey everyone! 👋

While using Gitea over at Codeberg.org, I was wondering whether it's possible to be notified about new followers.
It appears this is not yet a feature of Gitea and I couldn't find a similar issue on the issue tracker, thus I want to propose enabling notifications about new followers as a feature for Gitea.

Notifications about new followers could contribute to making the experience on larger instances such as Codeberg a bit more personal and engaging, adding additional focus on building a great community of great people 😉
