@randall77 requested issue #76008 to be considered for backport to the next 1.24 minor release.
@gopherbot Please open a backport issue for 1.25. This causes some panics specified by the spec to go missing.
(This bug was introduced in 1.25. It does not need a backport to 1.24.)
