What did you expect to see?

The page for SPDX short identifier: HPND.

But according to https://opensource.org/licenses-old/category it was withdrawn by the author

The new link https://opensource.org/license/historical-php indicates:

| This License has been voluntarily deprecated by its author.

Deprecation seems appropriate since there are other better licenses available that fulfill a similar purpose (not withdrawal).

However, I don't think licenses should be retroactively removed from pkg.go.dev unless there is a severe issue discovered with the license text at a later date that makes it impractical to continue including.

Removal of licenses prevents viewing documentation for code people may be using. I think it's unlikely other code authors would want the documentation removed for working & available code under these circumstances.

It would be better to just update the link.
