Rename TLL and DACL and bump version to 1.1.0.

In an effort to make REAF easier to describe and think about, this CL
renames two core components. It renames the TaskLogicLayer to TaskLayer,
we find "Logic" to be redundant. It also renames the
DataAcquisitionAndControlLayer to DeviceLayer, devices acquire data and
emit control so we find "Device" a sufficiently descriptive term.

This change affects the internal naming, but creates aliases to the old
names to not break backwards compatibility with downstream users. Using
these aliases will emit a DeprecationWarning and in a future version we
will remove these aliases.
