Split link-check CLIs out to the standalone lychee-cache package#2671

- Adds lychee-cache as a docsy.dev devDependency and runs its lychee-norm-cache and refcache bins via npx, replacing the local scripts/lychee paths. - Aligns docsy with docsy-example, which already sources these CLIs from the standalone package.
- Removes scripts/lychee/ along with its two bin and three files entries from the published docsy package, so the CLIs ship only from chalin/lychee-cache. - Updates the npm-pack contract test and the NPM smoke check to expect just the gen-favicons bin.
