The project build (google#2679) and docsy-example now build with Hugo 0.164.0, so the release recommendation tracks that tested pin. The Hugo upgrade guide gains a 0.164.0 section - headlined by the fix for the 0.128.0+ template-rendering slowdown - and its range extends to 0.158.0-0.164.x. Also fix two floor statements in the guide's closing section that the 0.160.1 floor bump missed, and record the two new main commits (google#2678, google#2679) in the release-prep ledger and coordinates.
