Also remove timestamp_trunc because it does not work correctly for Spark and its only use was to trunc to an HOUR which does not use timezone anyway: If you run

SELECT
TIMESTAMP_TRUNC(TIMESTAMP "2008-12-25 15:30:00+00", hour, "UTC") AS utc,
TIMESTAMP_TRUNC(TIMESTAMP "2008-12-25 15:30:00+00", hour, "America/Los_Angeles") AS la

in BigQuery, the result is "2008-12-25 15:00:00 UTC" for both.
