Support setting OIDC custom property claims for GitHub Actions

This issue proposes to add the following methods to the ActionsService:

• GetEnterpriseOIDCCustomPropertyClaim
• SetEnterpriseOIDCCustomPropertyClaim
• GetOrganizationOIDCCustomPropertyClaim
• SetOrganizationOIDCCustomPropertyClaim
