Adds a pass-through proxy for
dev/infiniband/uverbs*, intercepting theRDMA_VERBS_IOCTLsys call as of kernel version >= 4.20. Introduces a driver plug-in for use by vendor specific RDMA drivers/devices. Gates on--rdmaproxyruntime flag anddev.gvisor.internal.rdmaproxyOCI annotation. Validate hostIB_USER_VERBS_ABI_VERSION.Stacked onto #13114.
