Adds the backingField property with a default null value thereby maintaining binary compatibility.
The `api.base` now includes the backing field API changes

This PR adds
KSBackingFieldand updates theKSPropertyDeclarationinterface to include abackingFieldproperty. TheKSPropertyDeclaration.backingFieldproperty has a default getter, thereby ensuring binary compatibility.Supersedes #2969
