This pull request updates multiple Java client libraries by removing the requires_billing field from their .repo-metadata.json files. It also updates the corresponding README.md files to add Gradle 5.x or later dependency configuration instructions using the libraries BOM, cleans up whitespace, and removes outdated billing prerequisites.
