This pull request disables automatic releases for the google-cloud-firestore library in .librarian/config.yaml and librarian.yaml due to slow system tests. It also reorders the skip_release flag for the pandas-gbq library in librarian.yaml. I have no feedback to provide as there were no review comments to evaluate.
