google-cloud-productregistry was recently added in #17783 but was missing from librarian.yaml. As a result, the library was out of date. This PR adds an entry to librarian.yaml and updates google-cloud-productregistry using librarian 0.30.0.

Code Review

This pull request registers the new google-cloud-productregistry library, configures explicit lazy imports for PEP 0810, and updates the minimum dependency version of google-api-core to 2.25.0. Additionally, it simplifies setting the protobuf_runtime_version on DEFAULT_CLIENT_INFO and updates unit tests to mock os.path.exists for certificate configuration files. I have no feedback to provide as there are no review comments.
