This pull request removes a temporary post-processing configuration file that was used to apply type annotations to header_params in the generated client files for google-cloud-ces. Since the upstream issue has been resolved, this temporary workaround is no longer needed. There are no review comments to address, and we have no additional feedback to provide.

Removes the temporary post-processing configuration file
.librarian/generator-input/client-post-processing/temporary-post-processing.yamlforgoogle-cloud-ces, as the generator fix from #17914 has been released and this workaround is no longer needed.
