Currently the whitelisting from a 1st-party preset recipe applies only to the current scope. First-party preset recipes need more depth. Some recipes are best implemented using more than one scope, some with site-level or domain-level scopes, etc. It's on a per-case basis.
Example of problematic preset recipe which could be resolved (hopefully) using scope directives in 1st-party preset recipe format: Youtube w/ Google account.
