Need 1st-party preset recipes to support multiple scopes

Currently the whitelisting from a 1st-party preset recipe applies only to the current scope. First-party preset recipes need more depth. Some recipes are best implemented using more than one scope, some with site-level or domain-level scopes, etc. It's on a per-case basis.

Example of problematic preset recipe which could be resolved (hopefully) using scope directives in 1st-party preset recipe format: Youtube w/ Google account.

This issue contains more steps than just adding support of scopes. The goal is to allow a preset such as "Youtube with Account", knowing that one has to login through accounts.google.com in order to login into www.youtube.com. So, the steps I see so far:

• Support for scope (in 3358abd)
• Support for "requires" entry in preset definitions, i.e. references to other preset recipes. By name.
• Find a solution: User enabled "auto-create site-level scope", visit web page, click on a preset recipe which creates a domain-level scope. Result: auto-created site-level scope is occluding the preset-created domain-level scope.
  • Chosen solution: reveal domain-level scope by turning off occluding site-level scopes.
