Subscriptions (Global rules) update

@gorhill Add option to periodically check for subscriptions (Global rules) update. For example, I have EasyList last modified: 19 Jun 2014 17:00 UTC and I can't find a way to update it.

I updated last time June 26, I am guessing its the one HTTPSB is using. When you click on the list, you see the one which was installed as part of the extension, not the updated version, which is in a sandboxed file system (I think it something I can fix, but it just takes time, which at this point, this project is taking a whole lot of my time for a hobby..)

In any case, in the About tab you can pull manually whatever is not up to date.

Isn't this already solved in #334?
