Update to PHP7.4.
Build 9.x-latest images. Remove 8.x references.
- Ahoy push exports .env values which overrides any set by the CI runner process. Update deploy to not call ahoy. Remove version tagging Revert to edge syntax.
Upgraded solr to 7.7.
Use generic govcms image name.
