[GOVCMS-14851] Local config override directory — Added config/local/ for environment-specific config overrides (e.g. local-only Shield credentials), imported automatically in the local environment only. [GOVCMS-14815] Optional GitHub token in PaaS builds — Dockerfile.paas now only sets the github-oauth composer credential if GOVCMS_GITHUB_TOKEN is present, avoiding build failures when it's unset; also removed the hardcoded govcms/govcms VCS repository from composer.11.json. (e686178 #146)

If your project relies on DEV_MODE=true by default, set it explicitly in .env and .lagoon.env.* after upgrading.
