2.0.12: Reorder admin sidebar groups

Change the default top-level menu sort so the sidebar reads: Content manager,
Admin shop, System management, SEO, Extension, System config. Core owns the
ADMIN_WEBSITE/ADMIN_SYSTEM/ADMIN_EXTENSION blocks.
