2.0.26: Add shared admin flash→toast bridge partial

Re-emit session flash (error/warning/success/info) as a `notify` event so
controller-plain admin screens surface feedback via <x-gp247::toast>, not
only Livewire callers. Included once in the admin and plain layouts.

Modification 20260821T172947 (US-SADM-order-create-stock-feedback,
ADR admin-shell_flash-toast-bridge).
