3.0: docs: relabel to GP247 3.x and normalize the readme filename

The order-money release lifts the ecosystem to 3.x.
- readme (EN + VI): GP247 2.x -> 3.x
- security.md: supported-versions table 2.x -> 3.x
- rename readme.md -> README.md, readme_vi.md -> README_vi.md (standard casing)
