build: require gp247 ^3.0 and label the tech stack as S-Cart 3.x

Move the app onto the GP247 3.x line.
- composer.json: gp247/{core,front,shop} ^2.1 -> ^3.0
- README (EN + VI): tech-stack label S-Cart 2.x -> 3.x
