Add the ability to create a new file when the target already exists. Useful mainly in conjunction with the infer option.

Example:

relnot "ABC-0000"
relnot "ABC-0000" -n

creates:

./release_notes/ABC-0000.md
./release_notes/ABC-0000-1.md
