Add span_multiplier_key as a per-tenant configurable setting for both SpanMetrics and ServiceGraphs processors through the user-configurable overrides API. This allows tenants to specify the attribute key used for span multiplier values to compensate for head-based sampling.

The empty-string guard here means a tenant cannot clear a non-empty default span_multiplier_key via the user-configurable overrides API: setting the key to "" is treated as “no override,” so the base config value keeps applying. That prevents tenants from opting out of span multipliers when the operator has set a global key. The same behavior applies to the span-metrics override block below, so both processors are affected.

Add span_multiplier_key as a per-tenant configurable setting for both SpanMetrics and ServiceGraphs processors through the user-configurable overrides API. This allows tenants to specify the attribute key used for span multiplier values to compensate for head-based sampling.
