0.2.3 — documentation and notice corrections (2026-09-26)

- docs/hardware-safety.md replaced by a short, general hardware-and-system risk notice;
  categorical safety assurances removed from the README and all notices
- recovery guidance (failed-reset behavior, --method rebind, bus-reset scope) moved to
  `xe-gmi recover --help`
- the risk notice ships inside this crate and the release tarballs (README link resolves offline)
- README Safety section placed above the install instructions; verification guidance points at
  verify/README.md procedures
- first commit of the public repository; CHANGELOG.md retains the full version history
