* add README documenting the toolkit, scripts, and CLI options

Covers what each of the three Python files does, which two are meant to be
invoked directly (configure_proxy.py and auth_proxy.py) and which is an
internal module (mitm_handler.py), the full set of CLI flags for each,
detection chain ordering, the McAfee progress-page handling, and a
troubleshooting section for the most common failure modes.

* add MIT license

Copyright Grakz 2026. Also references the license from the README.

* add .gitignore for python bytecode and editor settings

Prevents __pycache__/ and .vscode/ from being committed in the future.
Both directories were also retroactively scrubbed from git history.

* restructure README: TL;DR quick start at top, TOC for the rest

Adds a short Quick Start block at the very top covering install + run, the
--mitm flag for the McAfee tarball-integrity case, what to do after a reboot,
and how to add the tool to the per-user Windows Startup folder (no admin
rights). Followed by a clickable table of contents linking to the existing
detailed sections.

* add windows standalone exe build pipeline

- build/build.sh: Git Bash script that creates a venv, installs PyInstaller +
  pywin32 + cryptography + certifi, runs PyInstaller --onefile with stdlib
  exclusions, and applies UPX if available.
- build/proxy_settings_entry.py: tiny dispatcher so a single bundled exe
  doubles as both configure_proxy and auth_proxy. When invoked with the
  sentinel arg __auth_proxy__ it routes into auth_proxy.main(); otherwise
  configure_proxy.main().
- configure_proxy.py: introduce _auth_proxy_command_prefix() that returns
  [exe, '__auth_proxy__'] when frozen, else [python, auth_proxy.py]. The
  three sites that spawn the daemon use this prefix instead of hand-built
  command lists.
- .github/workflows/release.yml: builds on windows-latest on tag pushes and
  attaches proxy_settings.exe to a GitHub Release. Also produces a
  downloadable artifact for manual workflow_dispatch runs.
- README: prebuilt-binary download path at the top of Quick Start, updated
  Startup-folder snippet to cover both .exe and source variants, new
  "Building the standalone .exe" section.
- .gitignore: build/.venv/, dist/, work/, .spec.

* build arm64 windows binary alongside x64 in release workflow

Convert the release workflow into a matrix that runs on both windows-latest
(x64) and windows-11-arm (ARM64), producing two release assets:

  proxy_settings-windows-x64.exe
  proxy_settings-windows-arm64.exe

Both are self-contained — pywin32, cryptography, certifi all ship Windows
ARM64 wheels, and PyInstaller produces a native binary for whichever arch
the runner is. The build script needs no changes; the workflow renames the
output with the matrix.arch suffix before upload, and softprops/action-gh-release
attaches both binaries to the same tag.

UPX install is wrapped in a soft fail so the ARM64 job still succeeds if
choco's upx package can't run there yet — the build script already handles
"no upx" gracefully (binary is a few MB larger).

README updated with download options for both architectures.
