Currently the client fails
zero_countandtoo_many_blockstests forreqresp/blocks_by_rangesuite on hive. The test expects error code1but the client returns an empty reponse. This PR fixes that by returning the error code for both the cases and now the entirereqresphive suite passes locally.part of #113
