Android realtime speech recovery release.

  • Replace stop-then-upload speech input with immediate PCM16 mono 24kHz capture.
  • Add disk-backed PCM cache and WebSocket recovery that replays cached audio on startup and reconnect.
  • Preserve partial/final transcript flow while recovering from WebSocket send, heartbeat, or commit failures.
  • Update docs and tests for the realtime recovery path.
