`prettier` 3.8 ships types for the `prettier/plugins/*` subpath imports, so the directives are now flagged as unused after the dedupe.

#4222 encountered surprising errors after running `yarn dedupe` due to inconsistent versions of `prettier` in the lockfile. This check ensures we're using the same versions of dependencies across the repo whenever possible.

We shouldn't pin dependencies like this when we don't absolutely have to. It prevents downstream users from accepting patch/minor version updates to their transitive deps (our deps) and also prevents effective package deduping in consumer projects. Will open a follow-up issue to audit other dependencies holistically.
