Ships the two-level telemetry pipeline: anonymous aggregate meter (opt-out) from
the install-base + full opt-in for fleets, a live shared collector on coding-vps
(codesift + zuvo namespaces), and the weekly product report. Also: HTML full-text
indexing, case-insensitive repo keys, WORKING/STAGED diffs, analyze_complexity
time budget, describe_tools telemetry, and codesift_version in get_extractor_versions.

Anonymous stats are ON by default (opt-out: CODESIFT_TELEMETRY=off / DO_NOT_TRACK=1;
see `codesift telemetry show` + README). No queries/paths/repo names/code ever sent.
